Source of vehicles:
There are Fleet Responsible and Department Responsible vehicles.  Every Department has a specified amount of Fleet funded vehicles any extra vehicles have to be funded by the department.

Deciding which vehicles should be surplused :
Fleet Responsible vehicles
The Director of Physical Plant along with Fleet Forman meet with the Director to determine the Fleets conditions once a year.
Department Responsible vehicles
That department determines their vehicle conditions.

Fleet Vehicles that have been selected for surplus:
1) Can be sold to Departments to upgrade a vehicle in worse condition.
A) The charge is a minimum of $50.00 or $50.00 for every year between Departments trade in and the newer vehicle they are purchasing from the Fleet.
B)  This charge is invoiced at the end of that month.  The vehicle inventory is than adjusted to reflect the change.

2) If the vehicle  is surplused:
A) The Vehicle is evaluated and a price is established using the Kelly Blue Book.  If the vehicle is older than the book listings than the Fleet Forman comes up with estimated price. After which the Forman contacts Ithaca Fleet to confirm and approve the established price.
B) The Fleet Forman gives the vehicle information with the minimum bid amount to Communication Services to advertise in the Station Notes.  It is requested of all submitted bids to be sealed and returned to Fleet Forman within the specified length of time.  The bids are opened at the specified time and the highest bidder is awarded the vehicle.
*If there are no bidders or bids are below the minimum than the vehicles are put in Station Notes again at Best Offer.  If no bids come in again than the vehicles are put in the Local Paper for the general public to bid on them.  The vehicles are sold for junk if no one buys it after that.
C) The Fleet Forman than gives a list of the winning bids to Office Staff.  The Office Staff gets the keys, titles, and receipts together for the sale of the vehicle.
*When Purchaser pays for vehicle it is asked of them if they are registering this vehicle.  If Purchaser is not registering the vehicle than they are charged sales tax (Only if they are NOT registering the vehicle).  Ref # 156002250 is the number used by the Tax office when they file their Sales Tax.
D) All records of sales are kept in with the deposit information for the current year. Then the vehicle inventory is than updated to reflect the changes.  If vehicles sold belonged to a Department then they get the deposit.
E) Notify Verne Alexander (va19@cornell.edu) at Ithaca Fleet and Judy Fairbanks (jcf7@cornell.edu) at Risk Management of vehicles sale.  Give them the following information:
  Plate Number
  Vin Number
  Make, Model, and Year

Note: Buildings and Properties Fleet (Geneva) buy and sell all campus vehicles.
