Guidelines for the use of Recreation Facilities

The use of and policies concerning the pavilion and ball fields will be governed by a Recreation Facility Policy Board (RFPB) consisting of a representative from each department and unit, as well as a Station Club Officer (possibly a person doubling as a representative). Representatives will serve three years on the RFPB (August to July). Initially, one-third of the members will be appointed for one year; one-third for two years; one-third for three years. Representatives are chosen and replaced by their respective department/unit. The RFPB will select a Chair each year. The Chair will schedule meetings of the RFPB. Any questions on use of these facilities not covered by these Guidelines will be deferred by Communication Services to the Chair of RFPB for a ruling by the Board.

Who can use the pavilion

The pavilion is a Cornell University and Station Club facility and is available only for events of the Station or Station employees (including retired employees) and their immediate family. Department picnics, an employee's retirement party, a family picnic, or family reunions are all appropriate uses provided that the employee who signed for the facilities is present at all times and assumes responsibility for the facilities and conduct of those attending the event. In the event that the facility is damaged in any way, or if the conduct of those attending is not according to pavilion policies, the responsible Station employee will be notified by the chair of the RFPB.

The RFPB has determined that due to the established policies and increasing risks of liability, it is not appropriate for outside groups or friends to use the pavilion, even though they might include a Station employee. For example, it is inappropriate to reserve the pavilion for church groups, block parties, graduation parties (except for a child of an employee), class reunions, Little League and Junior Football, Boy Scouts, the Fire Department, etc.

Reserving the pavilion

Use of the facility will be by reservation through Communication Services. A $10.00 donation is requested from those reserving the facility. All donations are kept in a Station Club account and used to help purchase new sports equipment for the facility.

Reservations for the facility can be made beginning January 2 for each calendar year. Summer/temporary employees can make reservations only after they are employees and for a date that occurs during their employment. Station employees can make reservations in Corporate Time.

Rules for using the pavilion
  1. Any group using the pavilion must refrain from making excessive noise after 10:00 PM, and have the premises cleaned up and vacated by 11 PM.
  2. The Pavilion and recreational facilities are adjacent to a neighborhood and those who use these facilities are required to respect the concerns, well being and private property of the neighbors. Additionally, vehicles should not exceed 15 mph at all times on the Station entry road and parking lot.
  3. Clean up facility after use. Trash bags must be tied and left in place in cans with lids securely on. Tables and floor must be cleaned. If the mobile posts are used for volleyball or badminton, they must be rolled back off the grass. All barbecue racks must be returned to the equipment shed in proper condition – even a day later if not sufficiently cooled. All sports equipment must be returned to the shed in its proper place for inventory. Missing equipment should be reported to Communications Services (for example, if there are only 3 horseshoes, etc.). Lost or damaged sports equipment must be replaced by the individual signing out the key. Sports equipment cannot be taken off Station grounds.
  4. There is one key for the two doors of the Equipment Shed and the lock on the circuit breaker box. This key must be signed out at the Heating Plant by the responsible employee just prior to use and returned immediately afterwards. If any of these 3 locks become lost for any reason, the user is responsible for purchasing not 1, but 3 locks that can be served by 1 key.
  5. Jordan Hall restroom facilities will be available through the north entrance door of Jordan Hall. It is the responsibility of the responsible Station employee to police the use of Jordan Hall, to prevent people from running around inside the building, and to see that restroom facilities are not abused and no litter is left in them.
  6. Those who use these facilities must comply with the Cornell Alcohol and Other Drugs Policy 4.8.
Use of the ballfields
  1. The above guidelines apply to the use of the ballfields, except that the ballfields also can be used for outside team practices providing that:
  2. The ballfield is not reserved for use for Station events or in conjunction with a pavilion reservation.
  3. The Station employee signing for the ballfield is a coach of the team and will be present at all times during the practice session. Security has the right to remove any team that does not have a reservation and responsible Station employee as coach present on the field.
  4. All outside teams must show proof of acceptable liability insurance.
Review of Guidelines

These guidelines will be reviewed by the RFPB each year to incorporate necessary changes and updates.
